Prison Overcrowding Nationally
Recidivism refers to the relapse of people into criminal behaviour. There are no official figures for the recidivism rate in South Africa but is estimated to be 84%.
Overcrowding levels have reduced from 233% to 149% at present. About 8,000 people who can’t afford bail are in prison awaiting their trial. Clogged-up court rolls furthermore lead to delays and jam-packed communal cells.
Prisons in urban areas have the worst overcrowding rates. Overcrowding in prisons translates into a shortage of beds with Pollsmoor prison in Cape Town having the biggest shortage of beds (2,448) in 2015/16 financial year.
